Copyright: Can I circumvent a technological protection measure to convert a DVD to a streaming file and post it in Brightspace?

This appears to be permissible provided the video is not commercially available in streaming format.

"It is not an infringement of copyright for an educational institution or a person acting under its authority for the purposes of education or training on its premises to reproduce a work, or do any other necessary act, in order to display it. . . . if the work . . . is [not] commercially available . . . in a medium that is appropriate." (sec. 29.4 (1-3))

Section 29.4 does not explicitly prohibit circumventing a technological protection measure as do sections 29.22(1)(c) reproduction for private purposes exception, 29.23(1)(b) reproduction for later listening or viewing exception, 29.24(1)(c) backup copies exception, and 30.04(3) and 30.04(4)(a) work available through Internet exception. The absence of an explicit prohibition in 29.4 appears to imply that circumventing a technological protection measure is permissible.
